The Building (Scotland) Act 2003 introduced the option to certify the design or construction of building work as ‘complying with the Building (Scotland) Regulations 2004 as amended'.
These regulations were updated on 1st October 2015. The certification system is based upon the principle that qualified and experienced building professionals can, without the need for further scrutiny by local authorities, take responsibility for ensuring compliance with the Regulations, provided they are employed by reputable companies (Approved Bodies).
BRE Global has been the Scheme Provider for the Energy Certification of Non-Domestic Buildings, which was fully approved in August 2007. The Scheme Document supplies full details on the Scheme and the role of the Approved Certifier of Design.
On 1 October 2015 the new Building Regulation standards and technical guidance for Non-Domestic Buildings (Section 6 - Energy) were issued. The commercial building or non-domestic certification scheme covers the whole of the Energy part of the regulations (called Section 6) which has the ten mandatory standards below:
Standard 6.1: Carbon dioxide emissions
Standard 6.2: Building insulation envelope
Standard 6.3: Heating system
Standard 6.4: Insulation of pipes, ducts and vessels
Standard 6.5: Artificial display and lighting
Standard 6.6: Mechanical ventilation and air conditioning
Standard 6.7: Commissioning building services
Standard 6.8: Written information
Standard 6.9: Energy performance certificates
Standard 6.10: Metering.
